Breakfast Enchiladas

2 cups diced cooked ham
1 bell pepper, diced
8 green onions, diced
2 cups shredded cheddar cheese, divided
10 flour tortillas
6 eggs
1 can evaporated skim (fat-free)  milk
¼ cup water
1 Tbsp. all-purpose flour
1/2 teaspoon salt
cooking spray

1. Lightly spray 13x 9 inch glass baking dish with cooking spray.
2. In large bowl, stir together ham, bell pepper, green onions and 1 cup of the cheese. Place 1/3 cup of the ham mixture down the center of each tortilla; roll up and place seam side down in baking dish.
3. In large bowl, whisk eggs, milk, water, flour and the salt. Pour over the filled tortillas. Sprinkle with remaining cheese; cover with foil. 
4. Bake in 350 degree oven for 35 minutes. Uncover; bake for additional 10-15 minutes or until the eggs are set and cheese is melted.
