The agenda:

1. APPROVAL OF MINUTES:  Approval of the minutes from the August 12, 2013 and August 19, 2013, Potter County Commissioners Court meetings.
2. BUDGET AMENDMENTS:  To consider and act upon the approval of budget amendments for the current fiscal year.  [Hood]
3. VOUCHERS:  To consider and act upon the approval of the payment of vouchers processed by the County Auditors office for the period of August 13, 2013through August 20, 2013.  [Hood]
4. INSURANCE REPORT: To recognize the insurance report. [Holland]
5. TREASURERS REPORT:  To recognize the monthly treasurers report. [Jennings]
6. AMARILLO-POTTER EVENTS VENUE DISTRICT - PRESENTATION OF BUDGET:  To hear a presentation on the proposed budget of the Venue District and to approve the budget after the presentation.
7. JUSTICE COURT TECHNOLOGY FUND: To consider and act upon allowing the purchase of 4 Dell Computer Monitors for JP3 to come from the Justice Court Technology Fund in accordance with Art. 102.0173 of the Texas Code of Criminal Procedure. [Jackson, Harder]
8. SHERIFFS OFFICE - EMPLOYEE RECOGNITION - RETIRING:
A. Capt. Roger Haney - 31 years of faithful service
B. Lt. Dee Aduddell with 32 years of faithful service
C. Sgt. Stan Stout - 28 years of faithful service
9. ORDER PROHIBITING OUTDOOR FIRES:  To consider and act upon cancelling the current Order Prohibiting Outdoor Fires, expiring September 8, 2013.  [Lake]
10. ROLLING HILLS SCHOOL ZONE: Modification of caution lights: To consider and act upon removal of current safety signage and replacing it with new signage in order to avoid interfering with Xcel Energy power lines. [Ysaguirre]
11. WALNUT HILLS BRIDGE:  To consider and act upon approving an agreement with the Texas Department of Transportation for the replacement or rehabilitation of the Walnut Hills Bridge, for which the County would be responsible for 10% of the costs and approving a resolution evidencing that approval.[Kemp]
12. POTTER COUNTY COURTHOUSE - SUPPLEMENTAL GRANT - Texas Historical Commission:  To consider and act upon approving an amendment to the Funding Agreement for the Courthouse Restoration to accept an additional $18,811.00 from the Texas Historical Commission to improve acoustics in the Courthouse courtrooms. 
13. TEXAS DEPARTMENT OF FAMILY AND PROTECTIVE SERVICES-TITLE IV-E NON-FINANCIAL CONTRACT:  To consider and act upon the approval of the contract between Potter County and Child Welfare and to 
authorize Judge Ware to sign the contract.    
14. SOLE SOURCE PURCHASES-COMMUNITY SUPERVISION AND CORRECTIONS DEPARTMENT:
To consider and act upon declaring Recovery Healthcare Corporation as a sole source vendor and approving the purchase of services relating to secure continuous remote alcohol monitoring (SCRAM).
15. Approval of Web Hosting Agreement:  To consider and approval 
act upon  of an agreement between Potter County and the County Information Resources Agency (CIRA) for the provision of a website template and web hosting services. [Patrick] 
16. APPOINTMENT-COUNTY AUDITOR:  To recognize the Order Appointing County Auditor pursuant to Local Government Code 84.003(b).
17. ELECTIONS ADMINISTRATION - EARLY VOTING POLLING PLACE LOCATION:  To consider and act upon approving the continued use of the county property at 2406 SW 6th Ave. as an early voting location. [Mathes]
18.ELECTIONS ADMINISTRATION - ELECTIONS:  Election Services Contracts
a. To recognize the River Road ISD Tax Ratification Elections Services Contract for the October 11, 2013 Special Election [Mathes]
b. To recognize the agreement for a Joint Election with the City of Amarillo and Potter County for the November 5, 2013 Election for State Constitutional Amendments, City Charter Amendments and City Bond proposal. [Mathes] 
19. OFFICE OF THE GOVERNOR ECONOMIC DEVELOPMENT & TOURISM:  To recognize Tyson Fresh Meats, Inc. Enterprise Project Application. [Church]
20. EQUIPMENT DONATIONS:  To consider and act upon accepting the following equipment donations. [Harder]
a. The donation of a Decatur mobile radio to Constable #1 from Lubbock County.
b. The donation of an IBM Think Pad Laptop to Constable #3 from Lubbock County.  A $200.00 transfer of funds from Constable #3 to the Information Technology Department will need to be made to cover licenses for the computer.
c. The conditional acceptance of AFIS Computer equipment to the Sheriffs Office from PRPC.  Equipment will be returned to PRPC when the County is finished using it.
21. SERVICE CONTRACT:  To consider and act upon the approval of a Chiller   
Maintenance Service contract in the amount of $17,684.00 per year with Carrier Commercial Service utilizing the TIPS cooperative purchasing agreement #02032212. [Head, Harder]
22. COOPERATIVE CONTRACT: To consider and act upon the approval of an 
extension with the Texas Department of Public Safety cooperative purchasing contract from September 1, 2013 to August 31, 2015. [Harder]
23. FIRE STATION PROJECT: To consider and act upon approval and selection  of the use of the Design/Build Method as providing the best value to the County for the budgeted Fire Station and utilizing the procurement procedures of Section 2267 of the Texas Government Code to proceed with the project.
