(NBC News) Nearly half of the government employees furloughed without pay are headed back to work even though the government shutdown is still on.
The Pentagon ordered more than 300,000 employees back to work Monday.
Still, more than 400,000 remain at home because Congress can't agree on a budget.
Even more troublesome, next week the United States runs out of credit to pay its bills if Congress can't agree to raise the debt ceiling.
The budget and the debt ceiling may end up linked as part of bigger deal.
It's just not clear how or how soon Congress will work that out.
