Texas Congressmen John Carter and Bill Flores and Florida Congressman Allen West held a news conference in Killeen, Texas, to urge their fellow Congress members to pass the bill.
The legislation would classify the 2009 Fort Hood shooting as an act of terror instead of an act of workplace violence.
It would provide compensation to the victims and award the purple heart to members of the armed forces killed or wounded in the attack.
Army Major Nidal Hasan was convicted last year of 13 counts of murder and 32 counts of attempted murder in the shooting rampage.
