LOGAN -- A court of appeals gives the green light for construction at Ute Lake in New Mexico.
The construction is part of a plan to pipe drinking water to Curry and Roosevelt Counties.
People in Logan filed an appeal claiming the construction would harm the community.
Yesterday, the appeals court justices denied that appeal.
The first phase should be completed by October.
