This regulation is part of the Obama Administration's transportation bill which is expected to pass later this year.
There is a section of the bill that could be used to give the National Highway Traffic Safety Administration power to regulate navigation apps. Many drivers use cell phone and tablet apps rather than built-in car guidance systems.
At issue is distracted driving. According to NHTSA, more than 3,300 people died in distracted-driving related accidents in 2012 and an estimated 420,000 were injured.
According to the Department of Transportation, a motorist should not perform any task that takes their eyes away from the road for more than two seconds.
At issue is whether or not these navigation apps could cause distracted driving.
It's reported that automakers are likely to support the effort because it would encourage drivers to buy the nav system package that can be installed in a vehicle. There will likely be push back from companies like Google and Apple.
