AMARILLO -- The High Plains Water District is asking for help.

It's trying to put together new guidelines for water use.

Some of the proposed rules deal with contamination, well registration, and production limits for wells.

Property Rights were a hot topic.

Nearly 20 people spoke on what new rules and regulations would mean for their land, or business.

Today's was the third open meeting they've had to get public input.
