Ross, Pennsylvania -
(NBC News) Crime tape and shattered windows outlined Pennsylvania's Ross Township Municipal Building after three people were killed four wounded during a shooting rampage Monday night.
Police say 59-year-old Rockne Newell opened fire first with a rifle, then went back to his car, loaded another weapon and began shooting again before two citizens ended his attack.
"They wrestled with him in an attempt to subdue him even while he was firing rounds from that .44 magnum revolver," said Lt. Col. George Blevins of the Pennsylvania State Police.
Newell was injured, shot one time in the leg during that struggle.
He apparently had a long running dispute with township officials and was recently forced out of his home after it was condemned by inspectors.
