(NBC News) Speaking to the graduating class at West Point Wednesday, President Obama laid out his plan for a foreign policy that relies less on American forces after what he called a "long season of war."
Mr. Obama promised military restraint and more attention to international partnerships in combating threats such as terrorism, but assured graduates that he wouldn't hesitate to act unilaterally to protect America's security interests if necessary.
The president also laid out plans for a $5 billion fund to train other nations to battle terror groups and help stabilize areas where extremist groups thrive.
