New rules require US halfway houses to better prepare federal inmates for the transition back into society.

Attorney General Eric Holder announced the changes today in a video message posted on the Justice Department's website.

Under the new policies, halfway houses are required to provide mental health and substance abuse treatment for inmates.

They will also have to allow cell phone use and provide transportation so felons can look for employment.

There are more than 200 halfway houses in the federal system.

More than 30,000 federal inmates passed through a halfway house last year.
