(NBC News) Secretary of State John Kerry announced a break-through with top diplomats from Russia, Ukraine and The European Union.
The deal calls for an immediate dismantling of the uprising in Eastern Ukraine, vacating confiscated buildings, disarming protestors and offering them amnesty.
President Obama spoke Thursday on the deal.
"My hope is we actually do see follow through over the next several days but I don't think given past performance we can count on that," said President Obama.
However, hours before the agreement, Russian President Vladimir Putin warned he hadn't ruled out sending in troops.
