(NBC News) While NATO allies are in Wales again Friday trying to figure out how to deal with ISIS and Russia, lawmakers in Washington claim the Obama administration is sending mixed messages about how far the U.S. will go to bring ISIS to its knees.

White House Advisor Ben Rhodes now refuses to rule out boots on the ground in Iraq.

"What we are already doing is providing a military assistance that that is the strongest counterweight on the ground to ISIL," Rhodes says.

Lawmakers want clear answers. They're getting a White House briefing later this morning, and calling Secretary of State John Kerry to testify before Congress in two weeks.
