(NBC News) Vice President Joe Biden arrived in Kiev Monday on a visit to show U.S. solidarity with Ukraine.
He brought along a deal on long term energy assistance, but Ukraine's immediate crisis, government buildings in eastern cities still occupied by pro-Russian forces, overshadowed that.
To prove Russian troops are behind the seizure, not just locals, the Ukraine government has put out a package of photos said to show specific Russian military special forces working undercover.
The White House is convinced.
"We don't have any doubt about the connection there, and I think the photographs that are reported on today simply reaffirm that," says White House Press Secretary Jay Carney.
