A complaint was filed by an FBI Investigator back in July against Deion Lockhart of El Paso, and an arrest warrant was issued, alleging that Lockhart had trafficked minors for sex between August 2012 and October 2012.
That complaint was sealed by an El Paso judge until today, because it might have put the victims or witnesses in harms way before Lockhart was arrested.
The complaint alleges that Lockhart, who also goes by Memphis, coerced a 16 year-old into taking sexually explicit pictures, and engaging in sexual acts and sex with five to six men, every weekday, for that three months.
Those men allegedly paid between $100 and $180 per hour for sex with the 16 year-old, at Memphis' prompting.
Lockhart also allegedly taught the victim how to "post up," meaning, how to write escort ads on a backpage website.
The complaint also alleges that Lockhart raped the 16 year-old repeatedly.
