TULIA -- The initial investigation into alleged misconduct by the Swisher County Sheriff is complete.

The investigation started because of a video.

It shows Sheriff Burnie Wells slamming a handcuffed man to the ground during an incident last month.

23-year-old Lawrence Draine claims he was being followed by another man with a shotgun when he pulled over to ask why.

That's when Sheriff Wells showed-up.

Draine claims Wells allowed the man with the gun to leave but, arrested him instead for disorderly conduct and resisting arrest.

The investigation was turned over to the Swisher County Attorney who must decide if he will recuse himself and bring-in the Texas Rangers.
