(NBC News)  Tensions are rising at the border. 

The Obama Administration is trying to figure out what to do with hundreds of women and children from Central America who were blocked from entering a facility in California.

An angry confrontation left the government scrambling to house dozens of families overnight, and searching for long-term solutions.

The first wave of women and children flown in from Texas were blocked by protesters in southern California. 

In Tucson, Arizona another 280 migrant children were transferred without incident. Most are from Guatemala, El Salvador and Honduras.

With the President and Congress at odds and no action on Capitol Hill likely this year, advocates are left wondering what the plan will be for these children. 

For now, the 140 women and children who were turned away in California are being taken care of by a faith based organization. 

The government says most will be transferred to final destinations outside California.
