AMARILLO -- The Amarillo City Council passes the second and final reading of two new ordinances aimed at preventing animal cruelty, today.

The ordinances cover how owners or handlers treat pets and other animals.

Only someone licensed can do ear cropping and tail bobbing.

In addition, there are strict rules when it comes to tethering your dog.

Violations could cost you as much as $500 in fines.

The other ordinance clarifies an animal control officer's authority.
